ARENE and BRILHO hold training on the Regulatory Framework for Energy in Off-Grid Zones
On March 20 and 21, 2025, the BRILHO Programme, in partnership with the Energy Regulatory Authority (ARENE), conducted a training session in Nampula city focusing on the new regulatory framework for off-grid energy access. The event brought together representatives from various public and private institutions, including government officials, energy sector companies, non-governmental organisations, and academics, aiming to deepen understanding and promote effective implementation of the regulations recently approved by the Government of Mozambique.
During the first day, participants were introduced to the evolutionary context of the off-grid energy sector in Mozambique, highlighting the progress achieved and the challenges that remain. There was extensive discussion on the impact of electrification on the country's socio-economic development, emphasising the role of off-grid technologies (solar home systems and mini-grids) as a complement to the national electricity grid access to energy how access to energy can transform communities, boost local businesses, and improve the quality of life in rural populations.
The main focus was on the Off-Grid Energy Access Regulation (RAE), approved by Decree No. 93/2021 of December 10. This regulation establishes the principles and standards for expanding energy access in areas not connected to the national grid, aiming to realise the universal right to energy through adequate infrastructure and clean technologies. The procedures for granting concessions for mini-grids were detailed, as established by Ministerial Diploma No. 68/2023 of May 31, which defines simplified processes for mini-grid concessions, facilitating private sector participation in electrifying remote off-grid areas.
On the second day, the training provided an overview of other complementary regulations, including technical and safety standards, service quality and commercial relations, mini-grid interconnection, and tariffs for mini-grids in off-grid areas. These legal instruments are fundamental to creating an environment conducive to private investment and accelerating universal energy access in Mozambique by 2030.
The training included interactive sessions, case studies, and practical exercises, allowing participants to simulate the role of each institution in the concession granting process and in implementing the regulations. This practical approach facilitated understanding of operational challenges and promoted the exchange of experiences among the various stakeholders involved.
It should be noted that this is the second in a series of training sessions to be held in the country to publicise off-grid regulations. This session, held in Nampula, is particularly relevant as it involved participants from the districts where the first public tender for the development of mini-grids in the region is due to be launched. The first training took place in 2024 in Maputo, with the participation of the main stakeholders in the process.
This initiative reaffirms the commitment of the BRILHO Programme and SNV to support the Government of Mozambique in promoting policies that encourage socio-economic development through expanded access to clean and affordable energy. By strengthening understanding of the norms and procedures, greater efficiency is expected in the processes of concession and operation of mini-grids, directly benefiting rural communities with sustainable and inclusive energy solutions.
