FUNAE and BRILHO Align Strategies for Sustainable Electrification

As part of its ongoing efforts to support the development of a dynamic and sustainable off-grid energy market in Mozambique, the BRILHO programme, funded by the Governments of the United Kingdom and Sweden and implemented by SNV, organised a capacity-building and technical dialogue session last week with staff from FUNAE (Fundo de Energi), focusing on the new Regulatory Framework for the Off-Grid Energy Sector.
The activity was conducted in coordination with FUNAE’s Legal Department and brought together technical staff from several internal units, including the Electrification Division, the Studies, Planning and Resource Mobilisation Division, and the Finance and Private Sector Support Division. The main objective was to foster a shared understanding of the updated legislation and its implications for FUNAE’s operations and the national energy landscape.

During the session, participants had the opportunity to deepen their understanding of the legal framework applicable to the off-grid sector, while reflecting on FUNAE’s strategic role in its implementation, particularly in relation to regulation, licensing, and institutional support mechanisms. The dialogue also benefitted from the exchange of FUNAE’s extensive experience in rural electrification, as well as discussion on the challenges and opportunities linked to the increasing involvement of the private sector in the management and operation of mini-grids.
Promoting this type of technical and institutional dialogue among key sector actors is essential to ensure efficiency in the implementation of public policies and alignment between the various stakeholders involved in the national electrification process.

By investing in the strengthening of public institutions’ technical and legal capacities, the BRILHO programme is actively contributing to the creation of an enabling environment for the expansion of access to clean, affordable and sustainable energy, a key component for social inclusion, local economic development and community resilience.
This initiative is aligned with BRILHO’s mission to reinforce the institutional foundation of the off-grid energy sector, by promoting strategic partnerships and effective regulatory models that catalyse investment and expand the reach of energy services across Mozambique.
